Usually yes, but the 2026 Kerala High Court ruling in the Librarian Grade IV case drew a clear line. Here is the general rule, the exception, and how to read a notification yourself.
A distance degree is generally accepted by Kerala PSC where a notification asks for a degree from a recognized university, provided the university is UGC recognized and the programme had DEB entitlement for your admission year. It is not accepted where the post's Special Rules or notification require the qualification through a "regular course of study". The Kerala High Court confirmed that second point in January 2026, and it is the reason every candidate should read the qualification clause of each notification before relying on a distance degree.
That is the honest summary. It is neither "distance degrees are fine for everything" nor "distance degrees are now useless for PSC". Both of those claims are circulating, and both are wrong.
The general rule
The UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 treat degrees earned through open and distance learning or online mode as equivalent to the corresponding degrees in conventional mode, as long as two conditions hold.
The university is recognized by the UGC: a central, state, state private or deemed-to-be university listed on the UGC's own records.
The specific programme was entitled by the UGC Distance Education Bureau for distance or online delivery in the academic year you were admitted.
When a Kerala PSC notification asks simply for "a degree from a recognized university" or "graduation", a degree that meets both conditions is the kind of qualification that clause contemplates. Most degree-level posts are framed this way. Our general guide on distance degrees and government jobs covers the same rule for UPSC, SSC and other recruiters.
The 2026 ruling: KPSC v. Vaisakh C.L.
On 29 January 2026, a Division Bench of the Kerala High Court decided Kerala Public Service Commission v. Vaisakh C.L. and connected cases (2026:KER:6103). The facts, in plain terms:
The post was Librarian Grade IV. The notifications and the Special Rules for the service required a library science qualification, with a note saying it must be acquired through a regular course of study.
The candidates held a Bachelor of Library and Information Science earned through distance education. They also had equivalency certificates from Kerala universities and relied on a 2017 government order treating the distance qualification as equivalent.
The Kerala Administrative Tribunal had ruled in their favour and directed PSC to include them in the rank list.
The High Court set that order aside. It held that the regular-study condition applied, that a distance qualification could not be treated as satisfying it, and that a government order cannot dilute a qualification fixed by Special Rules.
The important detail is the last point the court made about equivalency. An equivalency certificate says a qualification is academically comparable. It does not remove an express requirement in the recruitment rules that the study be regular. Where the rules say "regular", mode is part of the qualification itself.
What the ruling does not say
It is easy to overread a judgment, so be precise about its reach.
It does not declare distance degrees invalid for Kerala PSC in general. It concerned a post whose rules expressly required regular study.
It did not decide the effect of the UGC's 2020 regulations on posts that ask only for a degree. The reasoning rests on the wording of the notification and the Special Rules.
It does not affect degrees used for promotions, private employment or higher study, unless those have their own regular-study condition.
What it does do is make the wording of each notification decisive. If the words are there, distance mode will not satisfy them, whatever certificate you hold.
How to read a PSC notification yourself
You do not need a lawyer for this. You need ten minutes and the full notification, not a summary on a coaching channel.
Download the notification from the Kerala PSC website and find the "Qualifications" section for your post.
Read every note and footnote under it. The regular-study condition in the Librarian case sat in a note, not in the main line.
Look for the words "regular course", "regular study", "regular mode" or "through a regular course of study". If any of them appears, assume distance and online degrees are excluded for that qualification.
Check whether the notification refers to Special Rules for the service. If it does, those rules govern, and they may carry the condition even if the summary does not.
Note whether the condition applies to the basic degree, to an additional qualification, or to both. Sometimes only the professional qualification must be regular.
Check the date by which you must hold the qualification. It is usually tied to the last date for applications, so a degree still in progress may not count.
If the clause is ambiguous, keep a copy and ask. Do not enrol on a guess.
Which posts are likely to be affected
There is no single official list, and we will not invent one. In our reading, the regular-study condition tends to appear where the post depends on a professional or technical qualification, such as library science, teaching or certain technical services, rather than on a general degree. Posts that ask only for graduation, which is the bulk of the degree-level stream, generally do not carry it. The only reliable answer for a specific post is its own notification and Special Rules.

Checks that protect you at verification
Outside the regular-course posts, the problems we see at certificate verification are rarely about distance mode itself.
Verify that the programme's DEB entitlement covers your admission year, not just an earlier or later one. The method is set out in our guide to checking UGC-DEB approval.
Keep your name and date of birth identical across your SSLC certificate, marksheets, degree and PSC profile.
Collect the provisional certificate, consolidated marksheet, degree certificate and migration certificate as soon as they are issued.
Keep the admission letter and fee receipts. They prove when you enrolled, which ties your degree to the right DEB entitlement year.
Practical next steps
If you are choosing a degree now with PSC in mind, decide on two or three target posts and read a recent notification for each. If none requires regular study, a recognized distance degree with the right entitlement is a sensible route, and you can compare subjects in our piece on a distance BA for PSC aspirants. If one does, tell us before you enrol and we will be straight with you about whether distance mode fits.
If you already hold a distance degree and a notification you want has a regular-study clause, a different qualification route may be needed for that particular post. A counsellor can look at the clause with you and explain the options.
